The Central Tibetan Administration (CTA) aka “the Tibetan Government-in-Exile” is in its 65th year of existence. It was established at a time starkly different from today. A position paper by Kelsang Aukatsang, President of the Asia Freedom Institute, makes a case for Tibetan democracy and governance in exile. Reimagining Tibetan Community, Democracy and Governance outlines key shifts and issues; recommends a new democracy and governance paradigm; calls for the adoption of the Swiss model of collective executive leadership, and offers a framework for ushering in CTA 2.0. An ancillary objective is to enhance and elevate the Tibetan discourse on strengthening the resilience of the Tibetan freedom movement, democracy and governance in exile.
