Secretary-General António Guterres on Thursday appointed Volker Türk of Austria as the next United Nations High Commissioner for Human Rights, following approval by the General Assembly. Mr. Türk, 57, is a UN bureaucrat and not widely known outside the United Nations. Mr. Türk has the challenging task of convincing a skeptical international human rights community and following up on the report by his predecessor on the situation in East Turkistan which found that Beijing’s policies towards Uyghurs and others may constitute crimes against humanity.
