The International Campaign for Tibet in its analysis of the recent 20th Party Congress of the CCP notes that “Beijing has started to frame Tibet as a national security issue” and that Tibetans as an “ethnic minority” in China will undergo intensified and accelerated assimilation and heavy ideological indoctrination during Xi’s indefinite rule.” It states that there was a strong focus on security when reviewing Xi Jinping’s political work report with the word “security” appearing 80 times. The analysis also includes a profile of the new Chinese leaders who have responsibility or will impact Tibet and Tibetan issues.
