Published a position paper written by Kelsang D. Aukatsang, AFI President, titled Reimagining Tibetan Democracy and Governance on September 2, 2024, the 64th anniversary of Tibetan Democracy Day.
The paper outlines key shifts and issues; recommends a new democracy and governance paradigm; calls for the adoption of the Swiss model of collective executive leadership, and offers a framework for ushering in CTA (Central Tibetan Administration) 2.0.
The three shifts listed in the paper are the near end of new refugees from Tibet; migration and growth of the Tibetan diaspora community; and the exile community’s transition from an aid dependent to a more self-reliant community. It highlights Xi Jinping’s policy of total assimilation in Tibet; the uncertainty around the 14th Dalai Lama’s succession; and the fragile Tibetan exile democracy as the three primary challenges of the Tibetan community in exile.
